After George W. Bush delivered a tepidly received address to a convention of minority journalists, a Native-American editor from the Seattle Post-Intelligencer asked, ?What do you think tribal sovereignty means in the 21st century?? As president and a former governor, the journalist said, Bush had a ?unique experience, looking at [the issue] from two perspectives.? The president fumbled. ?Tribal sovereignty means that?it?s sovereignty,? he stammered. ?I mean, you?re a?you?re a?you?ve been given sovereignty and you?re viewed as a sovereign entity.?
